On December 18, 2024, an Agreement of Understanding was signed between the Ministry of Economy and Sustainable Development of Georgia and the Georgian Development Fund. Under this agreement, the activities will be aimed at attracting foreign direct investment from the People's Republic of China in the amount of more than USD 1 billion over 5 years.
It is planned to launch three investment options
- 3,000,000 EUR business investment, with requirements for the creation of 10 jobs for local residents (it is not known whether the investment is repayable or not);
- EUR 2,000,000 of direct investments in the fund for a period of 5 years, which can be returned;
- 300,000 EUR of direct non-refundable investments (at an early stage, the threshold will be set at 250,000 EUR).
What is known about the program now
- Citizens of Taivan cannot participate
- Renunciation of first citizenship is not required
- Direct restrictions for citizens of countries other than China have not yet been established.
It is interesting here how the European Union will react to the potential possibility of a visa-free regime for "investment" citizens, whether we should expect restrictions for both Grenada and Vanuatu.
Who may be interested in Georgian citizenship?
First of all, citizens of countries that do not have a visa-free regime with the Schengen countries (Chinese citizens do not have such a right).
We are waiting for the publication of regulations on this program, which will clarify many issues.
In our opinion, this method of legalization can become quite attractive, especially in comparison with the existing program of investment residence permit in Georgia for 300,000 USD.
