What happened?
On 18 September 2025, amendments to the Citizenship Law of the Republic of Moldova were signed by the President and officially published.
What has changed?
Applicants for Moldovan citizenship are now required to demonstrate knowledge of the Romanian language and the Constitution of the Republic of Moldova (Article 14(1), Article 15).
In addition, the procedure for submitting citizenship applications has been modified. Applications can now only be filed in person through the Public Services Agency in Moldova or through diplomatic missions and consular offices abroad (Article 34).
The only exceptions apply to minors and persons lacking legal capacity.
Another significant amendment introduces stricter verification procedures for documents submitted by applicants. These include being summoned for an interview and requests for additional documentation (Articles 28–29), as well as tightening formal requirements — documents without an apostille or in foreign languages will no longer be accepted (Article 37).
When does it take effect?
The law enters into force on 24 December 2025 (Article 43(1)).
Does the new procedure apply to those who have already submitted applications?
No. The new rules apply only to individuals who submit their applications after 24 December 2025 (Article 43(3)).
Who is exempt from the new requirements?
The new rules regarding knowledge of the language and the Constitution do not apply (Article 15) to:
- Children under 14 years of age;
- Elderly or incapable to learn the language due to their health condition.
Therefore, if you wish to obtain Moldovan citizenship under the more favourable conditions, including without the need to prove knowledge of the Romanian language or the Constitution of Moldova, it is advisable to submit your documents before 24 December 2025.
