Georgia became a member of the Convention on the Simplification of Formalities in Trade in Goods and the Convention on a Single Transit Procedure

Since 1 February 2025, Georgia has become a member of the Convention on the Simplification of Formalities in Trade in Goods (Single Administrative Document/SAD) and the Convention on a Common Transit Procedure (Common Transit Convention/CTC) (Government of Georgia Resolutions No. 420, No. 421).

By signing the above conventions, Georgia gained access to the New Computerised Transit System (NCTS). This system allows the movement of goods with a completed transit declaration:

• From a CTC member country to a destination in a CTC member country;
• From a third country to a CTC member country;
• From a CTC member country via a third country to a CTC member country;
• From a CTC member country to a third destination country.

What are the benefits of moving goods with a transit declaration filed in NCTS?

• exchange of information in “real time” at the international level;
• electronically linked customs authorities of different countries;
• simplification of the fulfillment of obligations related to border crossing;
• reduction of time required to complete customs formalities;
• detailed information on cargo movement;
• possibility of shipment within one guarantee;
• bringing customs formalities closer to EU standards.

Based on the above, in order to facilitate the implementation of the obligations under the Conventions, as well as the implementation of uniform practices and ensuring the smooth operation of the “New Computerized Transit System”, a new structural unit has been created in the Customs Department of the Tax Service – the Customs Transit Department, which, among other functions, is entrusted with the implementation of activities related to ensuring the smooth operation of the “New Computerized Transit System (NCTS)”. For this purpose, interested parties will be provided with consultations on procedural issues and ongoing processes by telephone and other remote communication channels (e.g., by e-mail)*.
